The welfare society
Welfare is meant to provide basic security, such as healthcare, school and support during illness. It is largely paid for by taxes: income tax, VAT and employer contributions. The state funds pensions, health insurance, parental insurance, student aid and child allowance, among other things. The regions run healthcare. The municipalities are responsible for preschool, compulsory school, elder care and social services. Some services are run by private companies but still funded by tax. The idea is that security should not depend on how much money one family has.
