How Sweden is governed
Power is shared by the state, the regions and the municipalities. The EU also has a say. Parliament has 349 members who make laws and decide the state budget. Parliament appoints the prime minister, who appoints the ministers. Agencies carry out decisions. The opposition scrutinises the government. The 21 regions are mainly responsible for healthcare and public transport. The 290 municipalities handle schools, elder care, water and social services. Sweden is a constitutional monarchy: the king is head of state but has no political power.
